State of Massachusetts Business Analyst in Quincy, Massachusetts

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Work closely with the Director of Vendor Operations by providing support and back up in all areas under the Director’s purview.

  • Conduct comprehensive analyses and produce reports on the short and long term financial condition of the Customer Service and Member Cards Contracts and related ISAs.

  • Responsible for timely processing of monthly invoices from MH Cards and Customer Service vendors.

  • Assist in the development of RFR, contracts, amendments, statements of work, business requirements and task orders.

  • Assist in the implementation of contract deliverables resulting from a solicitation

  • Participate in MHO/Vendor Operations meetings including project planning meetings, meetings with contractors and internal MH stakeholders.

  • Develop and maintain a budget for postage use associated with work under the MH Customer Service and MH Member Cards contracts.

  • Monitor daily, weekly, quarterly, and annual reports of activity under the contracts – including periodic incident reports.

  • Work with the Contracts office to maintain organized records of content useful to the Contract Office obligations on a shared drive and on hard copy media as determined Contract Office leadership.

  • Interact and build collaborative relationships with internal/external stakeholders as necessary.

  • Respond to issues raised by vendors in Contract Office purview and escalate to leadership as needed.

Special Requirements:

Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.**

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
