State of Massachusetts Client Assistance Coordinator/SNAP Supervisor - Malden in Malden, Massachusetts
The Department of Transitional Assistance (DTA) is the state agency responsible for administering public assistance programs to low-income residents of the Commonwealth. DTA is committed to providing a high level of service to all those in need of our services. The mission of the Department is to assist low-income individuals and families to meet their basic needs, increase their incomes and improve their quality of life. We serve one out of every nine people in Massachusetts – including working families, children, elders and people with disabilities. Our services include food and nutritional assistance, cash assistance, and employment supports. With our support, our clients are given the tools to improve their economic self-sufficiency.
This is a provisional appointment.
We are seeking qualified applicants for the position of Client Assistance Coordinator/SNAP Supervisor. Our ideal candidate will provide exceptional customer service to all DTA clients, while providing clients with disabilities equal access to Department benefits and services. The Client Assistance Coordinator is a supervisor role. While CAC duties are primary, the individual will have SNAP Supervisor duties as well. The Supervisory workload will be adjusted according to the extent of the Client Assistance Coordinator role. The duties for this position include but are not limited to:
_Client Assistance Coordinator role:_
Meet with referred and otherwise identified clients to conduct inquiry into possible existence of a disability.
Review provided documentation and evidence of disability to determine whether meets ADA standards/definitions and/or warrants special assistance requested per IV.D. of the Harper settlement agreement.
Talk with clients about potential barriers, explore potential solutions and discuss various options for assistance.
Upon client request, and working with case managers and other Department staff, provide assistance to clients in efforts to obtain accommodations, exemptions, good cause or other help when appropriate.
Work with case managers, other Department staff, and external partners, to provide assistance to clients with disabilities in learning about and accessing appropriate programs and services.
Provide ongoing accommodations in certain situations.
Review accommodation requests made and participate in approval/denial process.
Serve as fixed member of Transitional Assistance Office (TAO) Accommodation Team.
Provide technical assistance and support to TAO staff on issues related to disability matters.
Monitor, track and oversee TAO accommodations, using Department mandated software and applications.
Attend Department mandated trainings and meetings.
Ensure correct and consistent implementation of accommodations in assigned TAO.
Meet semi-annually with Director of Disability Access to develop best practices for implementing accommodations.
Maintain regularly updated spreadsheet of TAO clients with approved, ongoing accommodations.
Conduct regular review of BEACON data for clients with ongoing accommodations.
Use appropriate software to calendar, track and act on accommodations.
Record action taken on client accommodations in BEACON Narrative per Department protocol.
Develop and support relationships with external partners, including agencies within EOHHS.
In some TAOs the CAC will be expected to perform tasks for special projects.
Perform other related duties as required.
_SNAP Supervisor role:_
Overall performance of the Transitional Assistance unit as assigned
Directs workers in the performance of all tasks related to case maintenance and case management to accomplish goals and agency mission
Monitors transitional assistance activities for client population to ensure compliance with applicable rules and regulations in the delivery of all services required to assist individuals and families transition to work
Performs related duties as required.
Dual proficiency in English and American Sign Language (ASL) is desirable.
Demonstrated knowledge of DTA benefits and services including eligibility requirements.
Proven ability to exercise discretion in handling confidential information.
Proven ability to communicate effectively orally and in writing.
Demonstrated aptitude for and sensitivity in working with clients with disabilities, and the ability to implement Department policies accurately and in a timely manner.
Demonstrated knowledge of data tracking and PC software/applications.
Commitment to working with diverse populations.
Proficient PCbased systems and applicationsskills.
Ability to demonstrate problem solving skills.
Ability to work under adverse working conditions.

MINIMUM ENTRANCE REQUIREMENTS:
REQUIRED WORK EXPERIENCE: At least four years of full-time, or equivalent part-time, professional experience in social work or social casework, claims adjudication, job placement, recruitment, employment counseling, vocational or rehabilitation counseling, credit investigation, educational counseling, legal advocacy, or legal counseling.
A Bachelor's or higher degree may be substituted for two years of the required experience on the basis of two years of education for one year of experience.
One year of education equals 30 semester hours. Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.
LICENSES: Based on assignment, travel may be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Motor Vehicle Operator's license or the equivalent from another state.
