MIT Lincoln Laboratory is a federally-funded research and development center chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. These efforts are aligned within key mission areas, including air and missile defense; space control; homeland protection and tactical systems; biological-chemical defense; communication and information technology; intelligence, surveillance and reconnaissance systems and technology; and advanced electronics technology. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.
The Major Program Manager will be responsible for the variety of detailed program management, financial, and administrative activities involved in overseeing a portfolio of complex federated programs. These programs involve building, fielding, and operating hardware prototypes utilizing advanced technologies. Must be capable of understanding, discussing, and assessing the technical basis and the basic risks involved.
Candidate will develop schedules and budgets and then analyze, monitor, and report program status. Will recommend and implement appropriate procedures to be used to monitor programs and organizations; if required, candidate will apply EVMS principles to financial understanding. Will work closely with the technical program manager ensuring that milestones are tracked and valued appropriately and be an integral member of Program Office, or sponsoring group office. Will provide a voice of the program for major subcontracts, lead the development of selection matrices, and the evaluation process. Candidate is the front-line contact to the sponsor's POC regarding programmatic (execution, financial, schedule, subcontract) matters. Will attend all technical meetings and provide executive summaries and reporting as required. Will be the focal point for interactions with external agencies. Will lead cost and schedule estimating and proposal preparation activities. Will oversee and provide inputs to other administrative functions including space allocation, procurement administration, subcontractor procurement management, project scheduling, property administration, and personnel logistics and special projects as required. May also provide work leadership and/or supervise other employees.
· BS or higher in biology or chemistry (or bio-engineering, or chemical engineering), with a minimum of 5 years experience in technology development coupled with an MS/MBA in business, a related field or equivalent experience.
· Must have a minimum of 5 years experience in programs management in a Research and Development environment.
· Demonstrated capabilities in presenting ideas written and orally required.
. Ability to obtain and maintain a government security clearance required.
